*** CODEBOOK FOR MT-TRANS.DAT: TRANFERS VOTES IN MALTESE ELECTIONS *** ======== THE DATA ARE CONTAINED IN THE FILE: MT-TRANS.DAT ========== Scope of the Dataset: Each case has 53 variables. The data cover all transfers of votes from one candidate to others, on the successive counts that make up the process of determining winners under a single- transferable-vote system. The variables contain information on the NUMBER and the DESTINATION of votes transferred on a given count, showing how many transfered votes went to candidates of the same party, or other party(ies) or became non-transferable. The dataset has one feature which deserves special mention: It gives the number of candidates from each party who were, on the particular count, eligible to receive transferred votes. It thus provides not only information on the size and direction of vote transfers but also on the OPPORTUNITY for votes transfers to other candidates. There is a separate record for 2,268 counts where a vote transfer occured, involving a total of 1,161,641 transferred votes. The only transfers not included are those (86 cases involving 15,909 votes) in which candidates from more than one political party were simultaneously eliminated on the same count, thereby obscuring the path of the transferred votes; these exceptional cases are described at the end of this codebook.
